...a street view looks normal but feels wrong, then you look up and notice all the windows are gone. Night falls, and you realize no lights go on and no window blinds are closed. There's a car, then you spot its four flat tires. And there are way too many cats...

'Doel' is a village close to Antwerp, and it has been decided that it needs to go to make room for expansion of the harbor. Some people still live there, most people have deserted / were forced out of their home, and quite a few houses have already been leveled...
